about link local address

Hi! 

I have one question about link local address.

That is,

I wonder about whether IPv6 hosts can communicate with link-local address
or not.

examples) 
                   telnet  fe80::20:ad30:1200
              or  ping    fe80::20:ad30:1200
   or  ftp      fe80::20:ad30:1200   or somthing like that.

I think it is possible.

Am I right ?
