Ircnet Ipv6 Connections, Permissione Denied

Hello I have a tunnel ipv6 with sixxs and gateway *.it, the servers ircnet irc6.ngnet.it, irc.eutelia.it works
But because this Permission denied:
linux:~# telnet eu.irc6.net 6667
Trying 2001:ad0::6667...
telnet: Unable to connect to remote host: Permission denied
linux:~# telnet irc6.estpak.ee 6667
Trying 2001:7d0::6666...
telnet: Unable to connect to remote host: Permission denied
linux:~# telnet irc.ipv6.xs4all.nl 6667
Trying 2001:888:0:2::6667...
telnet: Unable to connect to remote host: Permission denied
Instead for example on *. cz :linux:~# telnet irc.ipv6.cesnet.cz 6667
Trying 2001:718:1:c:202:b3ff:fec3:759a...
Connected to irc.ipv6.cesnet.cz.
Escape character is '^]'.
:irc.ipv6.cesnet.cz 020 * :Please wait while we process your connection.
Someone knows me an explanation and solve the problem?

From the FAQ:

Users from Italy Italian users are allowed access on irc.eutelia.it and irc6.ngnet.it regardless of credit count, but connections to foreign IRCnet servers are prohibited.

Why would you need to access those remote IRC servers when you have local ones?

It was a curiosity, did not understand this permission denied, then I have a iline for eu.irc6.net, ok thanks
