Can't ping the server.

I have a debian, recently installed the system with apt-get install aiccu.
My connecion may be filtered by Arnet (Argentina Telecom) but would like to rule out all other posibilities. Any help would be greatly apreciated.
My Setup:

I get nothing and can't figure out why. even though I am connected via UDP to the server. Is there something in my configuration? any ideas where to look?
