Weird tethereal message thingy

I haven't had tunnel problems for months, I checked Concepts' POP status and it was down.. waited until it came back and when it did (POP status page says its up) I tried pinging the ipv6 address for my POP.
Still no go.. so I fired up tethereal, and this is worrying me a bit:
the heartbeat client sends this:
192.168.123.148 -> 213.197.27.252 UDP Source port: 2216 Destination port: 3740
213.197.27.252 -> 192.168.148 ICMP Destination unreachable
the POP returns with an error message?
I haven't seen such a message before..

a) "If you want to ask a question to the SixXS Staff, either operational issues, abuse and/or other questions, then these should be directed to the contact address. The SixXS Staff don't regulary browse the forums, thus if you want to ask them something use the contact address."
b) Include time stamps.
