Ping and Routes fail - Windows XP SP3

I had everything working and then all of it mysteriously stopped after a Windows Update and a reboot. I started over, but I cannot get past stage five in "autotest". I am using TAPv9 32-bit and the latest console mode aiccu utility. AYIYA
I have a static IP and a NAT setup. I am allowing all the relevant ports to go through to my internal address - that hasn't changed. I noticed that after the reboot, the MTU went to 1500, so I set it back to 1280, hoping that was the issue. I checked firewall status and it is also fine. I can query upstream AAAA DNS. The AICCU.conf hasn't materially changed (except I made it verbose).

Take a guess why all of that double configuration is not going to work...
You might have a good start by removing all tun/tap adapters, doing a 'netsh int ipv6 reset' and checking that the tunneled adapter is gone too (that is, not named 'aiccu' too).
AICCU cannot fix broken setups, as you might have configured it in that way for a reason that it cannot know.

So kind of you.
I uninstalled IPv6, rebooted.
I deleted all TAPs and the Tunnels.
I installed IPv6, rebooted.
I added a TAP.
I saw that the Teredo Tunneling Pseudo-Interface and Automatic Tunneling Pseudo-Interface had come back.

Because there is no IPv4 on the tunnel ;)
Effectively one can disable IPv4 completely on that interface as it is a IPv6-only tunnel.

They are there automatically when one installs the IPv6 stack, don't worry about these though, they generally do not cause harm. If you really want something like "netsh int ipv6 set teredo disable" will get rid of the Teredo one (after reboot ;) and "netsh int ipv6 isatap set state disabled" for the ISATAP one.
The rest is looking much better now, no double routes and all.
I still can't get past Test 5, which succeeds. Do I need to add a route manually?
Can you show the output of the tests? What kind of route do you think you need then?
The PoP side of the tunnel pings:
64 bytes from 2001:1938:81:12d::1: icmp_seq=1 ttl=58 time=132 ms
Your endpoint (2001:1938:81:12d::2) does not though.
The next question I would have thus is what virus checker and firewall software are you running? These might be interfering with you having connectivity.
