Hi,
I am having the same problem with eihter aiccu or an older sixxs-heartbeatd (from /usr/ports/net/sixxs-heartbeatd).
I opened the heartbeat port in pf to check if this would help, but didnt.
This is what aiccu test brings up..
###### [6/8] Ping the IPv6 Remote/POP Inner Tunnel Endpoint (2001:6f8:900:70b::1)
### This confirms the reachability of the other side of the tunnel
### If it doesn't reply then check your interface and routing tables
### Don't forget to check your firewall of course
### If the previous test was succesful then this could be both
### a firewalling and a routing/interface problem
PING6(56=40+8+8 bytes) 2001:6f8:900:70b::2 --> 2001:6f8:900:70b::1

Did this work? [Y/n] n

Try with the new version:
# aiccu version
AICCU 2006.07.25-console-openbsd by Jeroen Massar
It works on OpenBSD 3.8
Ciao
Chris
