Ah... I think the problem is actually with RADVD. I just noticed that if I stop radvd then the subnet connection goes up and stays up... Can anyone tell me what's wrong with my radvd.conf?

What kind of box is this that it does that? RTSOL would mean it might just destroy your tunnel. sidenote: 99.199.176.236 is a public IP address (at least it looks like it), thus why don't you use a heartbeat or just a static tunnel?
