Windows Server .net/2003 not pingable

I've setup a static tunnel on Windows .net/2003. The tunnel works fine but the computer is not pingable (which will cause it to shut down ;( ). The windows firewall is turned off completely. But even if it is turned on and I enable all ICMP settings in the firewall it won't work. The computer doesn't run any additional firewalls or other software which could block the traffic. Anyone got an idea why it won't work?
