For both heartbeat and AYIYA tunnels you need to run the AICCU client. The "config" you show is for a static proto-41 tunnel.
The 0.0.0.0 indicates that the PoP never had a valid packet (heartbeat/AYIYA) from you.
Why are you setting up two tunnels on the same host? Only one is needed; and unless you do some real magic it won't work properly with two tunnels configured.

I got the second because I didn't put down a host name on it. But the second one I did.
The freebsd hand book made no mention of a cleint.

That is the configuration of a proto-41 tunnel.
You need to configure an AYIYA tunnel. One does that with AICCU.
If you want a proto-41 tunnel, you can change the tunnel type.
