I am seeing connectivity problems also, between uschi02 and occaid in Boston. These have been happening on and off for at least a month. The following traceroute is to the v6 address of the occaid side of MIT's tunnel from a host behind T19231 (at BBN). From BBN I can generally reach the v6 Internet reliably; the problem seems to be just about nlayer not having routes to occaid.

Essentially the same as #11837517, which was closed even though the issue continues. (The sites have been unable to reach each other for months at this point, though either site can reach other IPv6 addresses.) It seems likely that the optimal route between chicago and ashburn should not not involve (something labeled as) paris:
