I rather doubt this is SixXS-specific. The same site is also unreachable from Linode Atlanta and Hurricane Electric's NY POP.

Government websites are notoriously filtered, hence a traceroute is not useful as ICMP won't reach there.
Because they likely filter ICMP, they likely are also filtering Packet Too Bigs, and as tunnels are <1500, typically 1280, you likely get a hanging connection.
Note that a telnet shows that it works fine:

Nothing we can do about this though. Best thing you can do is contact the European Commission and explain them that filtering ICMP is stupid.
Fun thing: the EC "launched" IPv6 10 years ago in 2004: The Global IPv6 Service Launch Even.

Allright. As at same time people in IPv6-less companies succeeded I trusted in the traceroute as proof the problem. Now IPv6 access to this site is working again.
