According to your latency check, my institute is blocking all ICMP packages due to prevent from hacking.
So my end-point is always down, has any ways else to up my end-point status.
Since i have no authority to change blocking.

What does ICMP have to do with "hacking"? ICMP is for indicating problems/errors in the IP protocol.
So my end-point is always down, has any ways else to up my end-point status.
As it is your tunnel you need to ensure it is reachable.
Since i have no authority to change blocking.
If you have no authority to change anything on that network then you likely are also not allowed to run a tunnel in the first place.
