hubud01 dropping most of the IPv4 traffic

Hello,
hubud01 seems to be dropping most of the traffic:

Even the IPv4 packets are mostly dropped:

There is no problem with IPv4 traffic to other hosts:
# ping -c 50 -q google.com
PING google.com (173.194.39.70) 56(84) bytes of data.

50 packets transmitted, 50 received, 0% packet loss, time 49040ms
rtt min/avg/max/mdev = 3.339/3.560/3.715/0.126 ms

Note that the packets to the PoP are arriving, the path after it seems broken though, at least from the view of that traceroute.
Even the IPv4 packets are mostly dropped:
Please realize that there are several IPv4 hops between your endpoint and the PoP that can be causing this.
Next to that ICMP is sometimes ratelimitted and thus a bad indicator.
There is no problem with IPv4 traffic to other hosts:
Which likely has quite a different path.
