I am trying to change tunnel T10835 from a Heartbeat setup as it was being used on a dynamic IP connection quite a long time ago and reactive it on a static IP connection but the UI will not allow me to change it to static with it saying there is already a tunnel using the same IP even though that isn't true. My IPv4 address is 216.138.195.228.

It is true, as you had T9090 which definitely went to that IP.

That tunnel was deleted a year ago and I cannot reactive it.
