I have spent the last 3 days trying to get this to work but I have been unable to do it. Any help will be greatly appreciated. Thanks.

Pretty obvious: you need to create and edit a configuration file. You can download the example file from the AICCU page.
As for the rest, you really need to read through "Reporting Problems Checklist" as listed on the contact page and provide those details. Without those details we are unable to help (we are not on your machine thus we don't know how it is (mis-)configured.)

I have read and followed the "Reporting Problems" section on the Contact page and am providing the following details for this report based on the list of items stated there:
I am really sorry. I thought that I had followed the proper protocol. As for the Config file it exists and it's in the correct location. It contains the following:
# AICCU Configuration
# Login information
username <JCF4-SIXXS>
password <**edited out by staff**>
# Interface names to use
ipv4_interface vlan1
ipv6_interface sixxs
# Be verbose?
verbose false
# Daemonize?
daemonize true
# Automatic?
automatic true
However even though the file is in c:\windows aiccu can't open it. I have deleted it more than once and then recopied it. I tried using the automated version to create the file and it says it has saved it and it has since when I turn on the automated version all of my details are there. However, the file it creates must be stored somewhere else since I can't find that copy on C:\Windows. I never though that getting this to work would be so much work. Thanks for your assistance.

Nice password, you might want to not publish that on a publicly readable website.
Your password has been set to something appropriate, use the password reset tool to get a new one.
The angle brackets ('<' and '>') have to be left out, thus just:
username JCF4-SIXXS
The same for your password. You can remove "ipv4_interface" as that key is it is not used. Simply save that file in the location that aiccu indicates and all should be fine.

I did the changes and saved the edited file but I still get the same message. I took a screen shot thinking I could attach it here but I guess that is not possible.

I finally found a way to have the program read the file. However, the program gives a line by line warning error "Unknown configuration statement". at the end it gives error "Required parameters missing make sure that username and password are given". However the file does have the username and password.

After creating a new tunnel today the installation went pretty sooth. However, Vista shows the Tunnel as local only and I am unable to turn it into a service so that it starts with the system. Instructions on your site state "After that you can close it and run: aiccu /install which will install AICCU as a service, after which it can be found in the Windows services menu and started from there." I went into the vista command prompt and followed those instructions but they don't work. Your instructions a rather vague as they don't provide step by step instructions and fail to say where to do this. Your help will be greatly appreciated as I want to be able to use the tunnel. Thanks.

The AICCU version that works on Vista (aka the console edition) doesn't have Windows Service support and thus indeed it won't work.
